GENERAL RULES AND REGULATIONS
To be eligible for membership, an applicant must have a golf membership with one of the 20 member clubs and a USGA Handicap Index of 17.4 or under. Refer to Article VII of By-Laws.
May be limited, at the discretion of the Executive Committee. A delinquent member (dues unpaid 3/31) may rejoin paying dues of $75.00 for that calendar year, without the handicap requirement. Participation in any scheduled event is not permitted until these requirements are satisfied. All participants in tournaments and events must qualify as an amateur as defined by the USGA.
3. INCLEMENT WEATHER.
Play will be resumed or rescheduled at the discretion of the Committee.
All events and tournaments shall be run in accordance with the USGA Rules of Golf, and Local Rules as adopted by the STLWDGA and posted at the tournament site. The Rules Committee decides any questions or claims which may arise. Refer to Article VI, Sec. VI.
If a player accepted into an event is unable to play, she must cancel 48 hours before the scheduled event. Otherwise, the player is responsible for the fee of her cancelled lunch and cart fee at the discretion of the Pro Shop. Substitutions may be made only by the Tournament Chair.
Only proper attire will be allowed. Participants may wear skirts, skorts, tailored slacks or golf shorts. Tight or short shorts and skirts, tight slacks and tank-like tops are prohibited. Ball caps shall only be worn on the golf course, never in the Clubhouse.
7. CADDIES & CARTS.
Carts are required in all tournaments, in all flights for a stipulated round (Three-Day, Invitational Championship and Junior Invitational excluded). Competitor or opponent may share a cart only with a fellow competitor or opponent with whom she is paired. Relatives, Association members, and golf professionals are prohibited from serving as caddies. Caddies are prohibited from driving carts at all times under penalty of disqualification.
8. TIME OF STARTING.
Rule 6-3a PROVIDES; (The player shall start at the time laid down by the committee) the penalty for breach of Rule 6-3a if the player arrives at her starting point, ready to play, within five minutes after her starting time, the penalty for failure to start on time is loss of the first hole in match play or two strokes at the first hole in stroke play. Otherwise, the penalty for breach of this rule is disqualification. However, it is a condition of the tournaments, that in the absence of circumstances which warrant waiving the penalty of disqualification as provided in Rule 33-7.*
9. CELL PHONES.
Cell phones are allowed on golf courses, Rule 14.3/16. Phones must be on silent or vibrate mode and limited to necessary communication only.
10. DISTANCE MEASURING DEVICES.
May be used ONLY to measure distance. This would be a breach of Rule 14-3.
